Monroe County Board of County Commissioners Meeting – March 19, 2012
On March 19, 2012, the Board of County Commissioners held a public meeting which provided a briefing and presentation of the second portion of the Draft EAR. K&S facilitated a review and discussion of the following sections of the EAR: Chapter 2: Community-wide Assessment (updated vacant land analysis and potential Future Land Use Map comparison to the existing uses and discussion on potential conflicts); Chapter 3: Assessment of Comprehensive Plan Elements (including Appendix 5 “Date Certain” goals, objectives and policies analysis and updated recommendations); Chapter 4: Major Issues Analysis (six of the nine remaining Major Issues were discussed, which included: County-wide Visioning and Planning; Economic Sustainability; Natural Resource Protection (Wetlands portion only, plus revisited the following strategies presented at the November 16, 2011 BOCC meeting, per the BOCC’s request: CBRS and Animal Control Plan), Affordable Housing, Public Involvement/Information; and Intergovernmental Coordination; Chapter 5: Special Topics (Coastal High Hazard Area, including potential boundary maps); and Chapter 6: Assessment of Changes to Chapter 163 F.S. (Appendix 3). This presentation included the February 6, 2012 Planning Commission recommendations regarding the proposed strategies. This meeting was held in Marathon.

On February 6, 2012, the Planning Commission held a public meeting which provided a briefing and presentation of the second portion of the Draft EAR. Monroe County Board of Commissioners Meeting – September 15, 2010
On September 15, 2010 the Board of County Commissioners held a public meeting to approve the Compilation Report which identifies the issues to be used as the basis for the EAR, with the addition of expanding the evaluation of coordination process for land uses regarding Special Topic 4, “Compatibility with Military Installations” to include “other military activities” and under Major Issue I, “County-wide Visioning and Planning” to add evaluation of maximum net density provisions. The BOCC also approved the transmittal of a Letter of Understanding and the Compilation Report to the Department of Community Affairs (DCA) requesting concurrence. This meeting was held in Marathon.
Monroe County Comprehensive Plan Update Public Meeting – July 14, 2010
On July 14, 2010, Monroe County hosted a public meeting for the Monroe County Comprehensive Plan Update. The meeting was held at the Marathon Government Center. There were 30 recorded attendees at this event.
The purpose of this meeting was to provide residents and stakeholders an opportunity to review and discuss the Compilation Report (the “Report”) of the proposed major issues upon which the EAR will focus. Below summarizes the agenda of the meeting:
- The workshop began at 6:30 p.m. and ended around 9:00 p.m. The meeting was introduced by Michael Davis, Vice President of Keith and Schnars, P.A., where an overview of the Comprehensive Plan was provided.
- The 16 Major Issues were discussed.
- Floor was opened to Public Comments. (There were a total of 14 speakers)
- Major Issue Prioritization Activity was completed.
- Review of results of Major Issue Prioritization Activity.
- Encouraged those who had more to say to provide written comments.

Monroe County Comprehensive Plan Update Scoping Meeting – May 13, 2010
On May 13, 2010, Monroe County hosted a formal Scoping Meeting in conjunction with their Evaluation and Appraisal Report (EAR) of the Comprehensive Plan. The meeting took place in the Commission Chamber of the Marathon Government Center, located at 2798 Overseas Highway. There were 51 recorded attendees at this Scoping Meeting.
The primary purpose of the meeting was to provide an overview of the project, and to facilitate the scoping process, thus promoting participation of all affected resource and regulatory agencies and interested parties with specific knowledge about the project study area. Other purposes included identifying project issues, establishing information resources and analytical techniques and methods to aid in problem solving, and facilitating efficiency in the EAR process.

Monroe County Comprehensive Plan Update Upper Keys Public Workshop – April 8, 2010
On April 8, 2010, Monroe County hosted a public workshop for the Monroe County Comprehensive Plan Update. The meeting was located at the Murray Nelson Government Center in Key Largo. There were 38 recorded attendees at this Public Kick-off Meeting.
The workshop began at 6:00 p.m. and ended at 8:30 p.m. The first hour of the meeting was conducted in an “open house” format to provide attendees with the opportunity to speak to the Project Team in a one-on-one informal format. Six customized stations provided the backdrop to convey information for these one-on-one interactions, allowing the public to go to specific areas of interest and ask questions relating to each of the topics. The Project Team answered questions from the public at each of the six stations on topics such as land use, the environment, water/waste water and transportation.
At 7:00 p.m., Michael Davis, Vice President of Keith & Schnars, the Consultant Team, welcomed attendees, provided an overview to the television audience and explained the process for the second portion of the workshop. Mayor Silvia Murphy and County Commissioner George Neugent provided opening remarks to the public.
At 7:30 p.m., Debbie Love, Project Manager, facilitated a discussion of the Evaluation and Appraisal (EAR) process. Attendees were posed six questions and asked to post their answers to each of the questions. The questions were designed to help the public identify major issues. The answers provided by the public during this workshop (in their unedited form) have been posted to the Comprehensive Plan Documents portion of this project website.

On April 7, 2010, Monroe County hosted a public workshop for the Monroe County Comprehensive Plan Update. The meeting was located at the Marathon Government Center. There were 36 recorded attendees at this event.
The workshop began at 6:00 p.m. and ended at 8:30 p.m. The first hour of the meeting was conducted in an “open house” format to provide attendees with the opportunity to speak to the Project Team in a one-on-one informal format. On April 6, 2010, Monroe County hosted a public workshop for the Monroe County Comprehensive Plan Update. The meeting was located at the Harvey Government Center in Key West. There were 45 recorded attendees at this Public Kick-off workshop.
The workshop began at 6:00 p.m. and ended at 8:30 p.m. The first hour of the meeting was conducted in an “open house” format to provide attendees with the opportunity to speak to the Project Team in a one-on-one informal format. Six customized stations provided the backdrop to convey information for these one-on-one interactions, allowing the public to go to specific areas of interest and ask questions relating to each of the topics. The Project Team answered questions from the public at each of the six stations on topics such as land use, the environment, water/waste water and transportation.
